How scoring works
The 1–5 implementation scale
- 1 · Not available — The practice does not exist in our organisation at all.
- 2 · Ad hoc — Happens occasionally or informally, driven by individuals; not documented or repeatable.
- 3 · Partially implemented — Applied in some programmes or for some participants, but inconsistently.
- 4 · Substantially implemented — Applied consistently in most programmes, with only minor gaps.
- 5 · Fully implemented — Fully embedded, resourced, applied consistently and actively monitored.
Relative priority
Every element carries a priority rating showing how strongly the evidence links it to programme outcomes and ROI. An essential element scored low is a far bigger risk than a supportive one scored low — your recommendations are ordered accordingly.
